NEUPC Mail Services Framework Agreement


In May 2021 NEUPC awarded the first framework providing compliant coverage for UK Business Mail services specifically for the HE sector. The framework also incorporated the retender of the long-standing International Mail provision.

The framework scope covers traditional style business accounts for business mail, next day deliveries, registered mail, and small parcels. Also included within the scope is Hybrid Mail which though not widely used by the sector currently. It has the potential to change the face of mail and produce significant long-term savings when implemented successfully.

Historically non-collaborative spend with Royal Mail from NEUPC members has reached over £2m per annum and though this dropped in the last 2 years due to changes in working patterns and COVID impacts the spend levels are still hitting £1.1m per annum all through supplier dictated terms and conditions. Through the simple award processes under this framework a direct award can be made ensuring the services are compliant with PCR and under terms and conditions agreed between the suppliers and consortia representing the sector.

The Lot 1 UK Business Mail pricing is managed nationally and linked to the national rate card reviewed annually by the Universal Provider.

Lot 2 International Mail pricing is also managed nationally through annual reviews.

Lot 1 Suppliers:

  • Two suppliers were offered places on Lot 1 UK Business Mail Royal Mail being the sole supplier to complete all mandatory requirements to date.

Lot 2 Suppliers:

  • Three Suppliers were offered places on Lot2 International Mail with all 3 having completed mandatory requirements. Deltec International, Royal Mail and CitiPost A M P Ltd
