Collaborative eTendering Portal for members

Following the NEUPC tender for a collaborative eTendering portal we are pleased to announce that we have awarded a contract to BIP Solutions to supply the Delta eSourcing System. The award was made on 10/5/17 for an initial 2 year period with the option to extend for a further 2 one year periods.


Six institutions are already signed up to using the collaborative portal, with the agreement being open to all NEUPC members. Our research has shown that adoption of the system will deliver each member a cash saving of £1,000-£6,500 per annum on their current system, with further savings through collaborative training and development. The cost is very competitive and has the potential to be further reduced should more members join.


Unlike many other etender portals, Delta’s system is inclusive of the following modules as standard through this agreement; Cobranded Buyer Portal, Project Manager, Supplier Manager (including supplier engagement), Tender Manager, QuickCall and Contract Manager. An individual system will be provided for each participating institution (providing full segregation of individual institution data) that will feed into a cobranded portal containing details of participating institutions and any available tenders. This will also act as a point of registration for one supply base.


Members currently signed up to use the eTendering portal alongside NEUPC are the University of Bradford, University of Derby, University of Leeds, Leeds Trinity University, Teesside University and York St John University. We are in the process of arranging initial training for these members on a ‘train the trainer’ basis.
